Under the microscope this was pretty clearly a fungus infection that was distorting the natural growth of the spikelets. The inflorescence was definitely a two-sided spike with 3 spikelets at each node. The center spikelet had a small but recognizable lemma, and the lateral spikelets had a recognizable very short curved pedicel. That, coupled with a nearby collection of H. jubatum makes me pretty sure this was the same, just badly infected by a fungus.
